The mark consists of "The mark consists of a medal containing 12 components. From top to bottom the medal first has a white rectangular section (component 1) which has a dark blue border. The white area of this rectangular section contains the letter Q (component 2) with a dark blue check mark over it (component 3); the letter S (component 4); and the letter I (Component 5) with a round dark blue globe (Component 6) at the top of it. The globe has six longitude white lines that crisscross with 4 white latitude lines. On top of Components 2 through 6 there is a thin dark-blue line (Component 7). On the bottom of Components 2 through 5 there is a dark dark-blue line (Component 8). The medal then has a second rectangular area which is dark blue (Component 9). Bordering Component 9 on the bottom part, there is a white upside down triangular element with a dark blue border (Component 10).
