The mark consists of three concentric circles, one with a band of red forming the outer circle, the second separated from the first by a ring of white and formed by a broad band of blue with the inscription "Carroll County Maryland" in white inserted between the inner and outer circles on the band of blue which forms the second circle also having two white stylized six-leaved blossoms located, one each, on opposite sides of the same space between the inner and outer circles, and a third and inner circle separated from the second by a wing of white and formed by a ring of black within which is a brown freight wagon, covered with a white canopy and pulled by four brown horses.
